Norwegian sails from Cruise Terminal 16, the port's newest terminal, shared with MSC. It has its own entrance separate from the downtown terminals, so a downtown drop-off is not correct.
Galveston is the only cruise homeport in Texas and it has no major airport of its own. Almost everyone sailing Norwegian Cruise Line from Galveston flies into Houston first and needs a ground transfer for the last 40 to 70 miles. That is the gap this service closes.

Hobby is the closer airport and the simpler terminal. If your Norwegian Cruise Line sailing lets you choose, Hobby usually means less road time after a long travel day. Either way the shared fare is the same.
